Guidelines for Foreign Tourists in Bali - Governor of Bali’s Circular Letter No. 7, 2025
Bali government has implemented regulations for foreign tourists to maintain cultural heritage, public order, and environmental sustainability.
Obligations for Foreign Tourists:
1. Respect the holiness of temples, religious symbols, traditions, art, masterpiece, ceremony, and Balinese customs.
2. Wear appropriate and modest clothing in public places, sacred areas, and tourist attractions.
3. Behave politely in sacred areas, tourist areas, restaurants, roads, and public spaces.
4. Pay the foreign tourist levy electronically via https://lovebali.baliprov.go.id/.
5. Use licensed tour guides when visiting tourist attractions.
6. Exchange foreign currency at an official Foreign Exchange Business Operator (KUPVA) (authorized money changer), whether a bank or non-bank, marked with a license number and QR code logo from Bank Indonesia.

7. Conduct transactions using Indonesian Rupiah and Indonesian QR Standart Code.
8. Follow traffic rules: possess a valid International/National Driver’s License, wear a helmet, obey traffic signs, wear appropriate clothing, do not load passengers beyond capacity, and refrain from driving under the influence of alcohol or drugs.
9. Use registered four-wheel transportation services from licensed providers.
10. Stay at officially licensed accommodation.
11. Comply with specific regulations at each tourist site and activity.
Prohibited Actions for Foreign Tourists:
1. Entering the inner areas of temples or sacred places unless for worship, wearing Balinese prayer attire, and not during menstruation.
2. Climbing sacred trees or damaging sacred sites.
3. Behaving in a way that defiles holy places and sanctified places, temples, statues, and religious symbols and taking pictures in immodest clothing/without clothing.
4. Littering or polluting lakes, springs, rivers, the sea, and public areas.
5. Using single-use plastic items.
6. Using offensive language, acting disrespectfully, causing disturbances, or spreading hate speech against state officials, government, local communities and fellow tourists directly or indirectly through social media, such as spreading hate speech and false information (hoaxes).
7. Working or conducting business without proper legal permits.
8. Engaging in illegal activities, including trading protected flora and fauna, cultural artifacts, sacred objects, or drugs.
Violators will face legal consequences under Indonesian law. Foreign tourists who have not paid the Foreign Tourist Levy will be denied entry to tourist attractions. The public is encouraged to report any violations by foreign tourists via WhatsApp Siaga at +62 81-287-590-999. The Bali Regional Police will take strict action against offenders, including imposing sanctions or initiating legal proceedings in accordance with Indonesian law. These regulations are designed to maintain harmony and respect among visitors and the local community while preserving Bali’s cultural heritage and natural beauty.
